Phase VII Water Line Extension Project
The primary purpose of Phase VII Water Line Extension Project is to address the lack of water service in southeast Orange County and provide an increased wholesale water supply to the Posey Township Water Corporation (Posey) to abandon their existing well field and purchase all of their water from PLRWSD. Phase VII is expected to benefit an estimated 4,000 customers located in Orange, Washington, and Harrison Counties.
Phase VII consists of a new 400 gpm booster station, a new 500,000 gallon elevated water storage tank, and approximately 24 miles of 10” water mains. The booster station, located near the end of an existing 10” main approximately 5 miles northwest of the Community of Valeene, will pump via a new 10” main to the elevated water storage tank. The tank is located approximately 1-1/2 miles northwest of Valeene. A 10” main extends from the elevated tank eastward to Valeene. Posey connects to the new 10” main at the Community of Valeene. 10” distribution mains supply water south of the Community of Valeene and north of County Roads 675 S and 700 S serving 167 new residential customers.

Phase VII Water Line Extension to Valeene Update 09/20/2011
The District’s phase VII water line extension to Valeene project is complete. A total of 167 new residential customers now have access to a safe, clean and reliable source of water thanks to an OCRA grant and a loan from USDA Rural Development. In addition to the new retail customers, another wholesale water connection has been installed and connected to Posey Township Water. This additional supply will enable them to receive all of their water needs from the District.

This 500,000 gallon tank is 190 feet tall and has an overflow elevation of 1070 feet above sea level. It provides water and adequate pressure for the Valeene and SR 37 area.

Phase VII Water Line Extension to Valeene Update 06/29/2011
Water Main installation is complete. Final meters are being dropped in and turned on. The booster station is up and running and the tank is full. Everyone signed up for phase VII meters should have water or be getting it very shortly. Cleanup of the construction right-of-way is ongoing, slowed by wet weather. Expect cleanup and seeding to be complete by the end of July. Paving of the Valeene Road has started. It should be completed by mid July. All work should be done and over with around the end of July.
Phase VII Water Line Extension to Valeene Update 03/25/2011
Water Main installation is complete. A repair to the river crossing just south of Valeene is ongoing and should be complete by the first week of April. Lines have been filled, pressure tested, and disinfected. As of March 16, approximately 90 meter crocks for customers had been set. Some meters are starting to be installed and water will be turned on to those that are ready. Higher altitude areas will have to wait until the booster station is installed and the tank filled, which should be complete around the end of May. Cleanup should be starting.
Phase VII Water Line Extension to Valeene Update 01/18/2011
Water Main installation is almost complete. The pipe laying crew is working on a couple spur lines south
of Valeene. The boring crew is working on boring under the Patoka River just south of Valeene. Another
crew is working on connecting the main to the line that was bored under the Patoka River on SR 37.
The mains are currently being disinfected. Once disinfecting is complete, the meter setting crew
will start setting meters. This should start around the first part of February. Residents in the higher
elevations will have to wait for meters until the booster station is installed which is looking like April
some time. Other residents will start getting water shortly after meter installation. Patoka Lake
personnel will be contacting residents to advise them when the water is being turned on.
Phase VII Water Line Extension to Valeene - Project Status As of 11/05/2010
As of Friday, November 5, the contractor had 19-1/2 miles of water mains installed of a total estimated
23 miles. The mains are starting to be filled with water and pressure tested. Disinfecting of the lines
will start anytime. Installation of customers’ water meters will begin the week of November 29. Last
chance to sign up for the $200 connection fee is November 24. After that, the connection fees will be
our standard rates of $750 line side minimum. Finish grading will not be completed until spring to allow
for settling.
Tank construction is complete. Painting should be finished by November 12. Finish grading will not be
completed until spring.
Project Status As Of 10/08/2010
As of Friday, October 8, the contractor had almost 13 miles of water mains installed of a total estimated 23 miles. The mains are starting to be filled with water. Once installation is complete, the lines will be completely filled and disinfecting and pressure testing will occur. At that point, the contractor will start setting meters and hooking customers up. Cleanup of construction will be done in the spring so the trenches dug have time to settle out over the winter.
Tank construction is almost complete. The erection crew should be pulling out any day. The contractor is trying to get a paint crew in yet this fall if the weather cooperates.

Over 8-1/2 miles pipe has been laid. A lot of rock has slowed down pipe laying.

Lt. Governor Skillman Awards Orange County $3,497,561 for Water Infrastructure Improvements
Grant will fund drinking water for more than 4,000 Hoosiers
Lt. Governor Becky Skillman announced today that Orange County will receive $3,497,561 for a water infrastructure project, funded by disaster recovery efforts from the federal Community Development Block Grant (CDBG) program. This project will provide safe, clean drinking water to more than 4,000 Hoosiers.
"We have made it a priority to leverage all of the resources we can to help spur economic growth in communities that were affected by last year's disasters," said Lt. Governor Becky Skillman. "Extending water service in the Patoka Lake Regional Water and Sewer District will make the community a more desirable place to live, work and do business."
This grant will fund the construction of 24 miles of treated water transmission mains in the Patoka Lake Regional Water and Sewer District. This infrastructure will provide water service to residents in Orange, Washington and Harrison County. Extending water service is needed to replace well water because of poor ground water quality in the area.
Disaster recovery funds through CDBG were made available to aid in economic recovery after several natural disasters caused damage in many areas across the state during 2008. The total cost of this extensive project is $4,644,915. The county will also receive loan of up to $1,147,354 from USDA-Rural Development.
Indiana's CDBG Disaster Recovery program is administered by the Indiana Office of Community and Rural Affairs. OCRA provides technical assistance to community leaders during the 18-month implementation of their water infrastructure projects.
